General Wes Clark on 'The Responsibility to Protect'

General Wesley Clark, senior fellow at the UCLA Burkle Center for International Relations, discusses the responsibility the international community has to intervene, even militarily, when a state neglects its duty to protect its population from genocide, war crimes and crimes against humanity. Clark's remarks were part of the UCLA Burkle Center's annual conference held at UCLA's Covel Commons.
