Jill Horwitz is a professor in the UCLA School of Law and an expert on health policy, including the Affordable Care Act, Medicare, and the impact of hospital ownership on the delivery of medical services. Horwitz’s scholarship focuses on the legal regulation of health care organizations, nonprofit organizations, law and economics, and tort law. Her empirical research on hospital ownership and medical service provision has won several awards.
Horwitz, also the Vice Dean for Faculty and Intellectual Life, was a signatory on an amicus brief that was cited three times in the U.S. Supreme Court’s decision to uphold the Affordable Care Act.
